License OverviewA Seamen Recruiting Agent, often described in the industry as a crewing or manning agency, recruits and places qualified Bangladeshi seafarers for employment on ships in accordance with Bangladesh maritime law and Department of Shipping requirements.
Section 105(4) of the Bangladesh Merchant Shipping Ordinance, 1983 provides that an agent recruiting seamen on behalf of owners of foreign ships must be duly licensed by the Government, and such recruitment is to be carried out with the concurrence of the Shipping Master.
Recruiting Bangladeshi seafarers for shipboard employment is a regulated maritime activity. The agency should hold a valid Department of Shipping-approved recruiting license before operating.

The Department of Shipping, under the Ministry of Shipping, maintains the official regulatory framework for Seamen Recruiting Agents and publishes the list of approved agencies.
Approved agencies are identified by an MLA license number in the Department's current public list. The list also records the agency, proprietor/management details and license validity information.
Before entering into any crew supply or manning arrangement, shipowners and seafarers should verify that the recruiting agency's license is current and appears in the Department's approved list.

The Government Shipping Office, Chattogram operates under the administrative control of the Department of Shipping.
Its published functions include issuance of Continuous Discharge Certificates (CDC), seafarer sign-on and sign-off, employment matters concerning Bangladeshi seafarers on foreign and national flag vessels, and arbitration/settlement of seafarer recruitment disputes.

Maintaining the Recruiting Agent License

The Department of Shipping's approved-agent list includes license validity information, so agencies should monitor expiry and complete renewal before the current license lapses.
The Department's 2020 COVID circular confirms that recruiting-agent licenses are subject to revalidation/renewal and, for the licenses covered by that temporary circular, renewal validity was issued for two years from the original expiry date.
Because the 2020 circular was a temporary pandemic measure, this page does not assume that every current license uses the same renewal term. Confirm the current validity, fee, security and filing deadline directly from DOS before renewal.
