C&F Agent (Self) License in Bangladesh
Rule 12 of the Customs Clearing and Forwarding (C&F) Agent Licensing Rules, 2026 provides a separate licensing mechanism for clearance of an eligible establishment's own imported or exportable goods through its own organization.

What is Self C&F?A Self C&F License is not a general commercial C&F agency license. Its purpose is to allow an eligible industrial/manufacturing establishment to clear its own import or export consignments through its own licensed setup.
Under Rule 12, the relevant establishment must satisfy the licensing conditions and the Managing Director or Chairman is subject to the prescribed oral examination before the self-clearance license is granted.
A Self C&F license holder cannot use the self-clearance license to clear unrelated third-party consignments.

Self C&F কী?Self C&F License সাধারণ বাণিজ্যিক C&F Agency License নয়। এটি যোগ্য শিল্প/উৎপাদনকারী প্রতিষ্ঠানকে তার নিজের আমদানি বা রপ্তানি চালান নিজস্ব লাইসেন্সধারী ব্যবস্থাপনায় খালাসের সুযোগ দেয়।
বিধি ১২ অনুযায়ী প্রতিষ্ঠানকে লাইসেন্সের প্রয়োজনীয় শর্ত পূরণ করতে হয় এবং Self Clearance License প্রদানের আগে প্রতিষ্ঠানের Managing Director বা Chairman-কে নির্ধারিত মৌখিক পরীক্ষায় অংশ নিতে হয়।
Self C&F License ব্যবহার করে অসংশ্লিষ্ট তৃতীয় পক্ষের পণ্য চালান খালাস করা যায় না।
C&F Licensing Rules, 2026
NBR issued the new Customs Clearing and Forwarding (C&F) Agent Licensing Rules on 8 January 2026 and later published amendment notifications on 29 January 2026 and 26 February 2026.
জাতীয় রাজস্ব বোর্ড ৮ জানুয়ারি ২০২৬ তারিখে নতুন C&F Agent Licensing Rules, 2026 জারি করে এবং পরবর্তীতে ২৯ জানুয়ারি ও ২৬ ফেব্রুয়ারি ২০২৬ তারিখে সংশোধনী প্রজ্ঞাপন প্রকাশ করে।

The Rule 12 self-clearance provision is framed for an Industrial IRC-holding manufacturing establishment.
Manufacturing Establishment
The applicant should be a genuine manufacturer with the relevant VAT/Customs registrations and business documents.
Own Import / Export Goods
The license is intended for the applicant's own imported or exportable consignments, not for general third-party C&F business.
Responsible Management

Important Restrictions Under Rule 12

Own Goods Only
The license is for the licensee establishment's own consignments.
মূলত লাইসেন্সধারী প্রতিষ্ঠানের নিজস্ব পণ্য চালান খালাসের জন্য।
Associated Entity
An associated establishment may be added to the main license subject to the conditions prescribed in Rule 12.
বিধি ১২-এর শর্ত পূরণ করলে সহযোগী প্রতিষ্ঠান মূল লাইসেন্সে অন্তর্ভুক্ত করা যেতে পারে।
Common Director
The director/chairman who passed the oral examination must also hold the prescribed role in the associated establishment.

No Third-Party Clearing
Unrelated third-party consignments cannot be cleared under the Self C&F license.

Commercial C&F vs Self C&F
If your business intends to provide customs clearance services commercially for unrelated importers/exporters, a Self C&F License is not the appropriate authorization. The general commercial C&F licensing route should be considered.
আপনার প্রতিষ্ঠান যদি অন্য আমদানিকারক/রপ্তানিকারকের পণ্য বাণিজ্যিকভাবে খালাস করতে চায়, তাহলে Self C&F License যথেষ্ট নয়। সেক্ষেত্রে সাধারণ Commercial C&F Agent License-এর প্রক্রিয়া বিবেচনা করতে হবে।

Ownership & License Conditions
English
The 2026 Rules state that a fully foreign-owned entity is not eligible for a license under the Rules. A Bangladesh-foreign joint venture may qualify subject to the foreign shareholding limit prescribed in the Rules.
A proprietor, partner or shareholder is also subject to the one-license limitation and other conditions prescribed under the Rules.
Because a Self C&F applicant must satisfy the licensing conditions, ownership and corporate structure should be reviewed before filing.

২০২৬ সালের বিধিমালা অনুযায়ী সম্পূর্ণ বিদেশি মালিকানাধীন প্রতিষ্ঠান এই বিধিমালার অধীনে লাইসেন্স পাওয়ার যোগ্য নয়। দেশি-বিদেশি যৌথ মালিকানার কোম্পানি বিধিমালায় নির্ধারিত foreign shareholding limit মেনে যোগ্য হতে পারে।
