Customs Bond License in Bangladesh
A Customs Bond License allows an eligible enterprise to keep approved imported inputs in a licensed warehouse under Customs control and use those goods according to the applicable bonded-warehouse and export rules.

Regulatory OverviewThe current framework is built around the Customs Act, 2023 and the Warehouse Licensing Rules, 2024, which have been amended in 2025 and again in June 2026.
The licensing authority is the Commissioner of Customs (Bond) or another Commissioner of Customs authorized by the National Board of Revenue.
Eligible categories include direct export-oriented industries, deemed export-oriented industries, certain duty-free/duty-paid/diplomatic bond establishments, and qualifying enterprises in EPZ, Economic Zone and Hi-Tech Park arrangements under the Rules.
The 2026 amendment became effective on 11 June 2026 and further updated the Warehouse Licensing Rules, 2024.

The Warehouse Licensing Rules require the prescribed application form and Schedule-2 documents to be submitted to the licensing authority, with documents authenticated through the lien bank where required.

Factory Layout
Two copies of the factory layout plan duly certified by an appropriate registered/certified engineer.
Land / Rental Documents
Ownership deed or duly notarized rental/lease documentation for the factory and warehouse premises.
Owner / Director Declaration
Prescribed identity, address, photograph, signature and undertaking/declaration documents of owners/directors.
Lien Bank Certification
Lien-bank certification and financial-capacity evidence required for execution of the applicable General Bond.

The licensing authority inspects the factory and warehouse before granting the license and determines warehouse capacity under the Rules.
Warehouse Measurement
Length, width and height are measured during inspection to determine storage capacity.

Business Operation Requirement
Schedule-2 of the 2024 Rules provides that an enterprise becomes eligible to apply for a warehouse license after successfully conducting business operations for at least six months.

Customs Bond License Renewal
English
The warehouse license is valid for three years.
Subject to at least one year of import-export activity during the three-year license period, renewal should be initiated at least 30 days before expiry.
Renewal fee is calculated at Tk 10,000 per year. Therefore, the base renewal fee for another three-year term is Tk 30,000, plus applicable VAT and Income Tax, if any.
Audit status and required supporting documents remain important for continuation and renewal of the bond facility.

Warehouse License-এর মেয়াদ ৩ বছর।
৩ বছরের মধ্যে অন্তত ১ বছর আমদানি-রপ্তানি কার্যক্রম পরিচালনার শর্তে মেয়াদ শেষ হওয়ার অন্তত ৩০ দিন আগে নবায়নের প্রক্রিয়া শুরু করতে হয়।
নবায়ন ফি প্রতি বছর ১০,০০০ টাকা হারে হিসাব হয়। ফলে নতুন ৩ বছরের term-এর base renewal fee ৩০,০০০ টাকা, সাথে প্রযোজ্য VAT ও Income Tax।
